Is there any O.M. specifying that Attenders should stay in staff quarters?

My question is attender is an essential staff is he should stay in staff quarter is there any specified orders or om orders please kindly let me know.

Essential by definition means ‘absolutely necessary’, ‘extremely important’. I do not think Attendar falls under the essential staff category. Government didn’t specified who comes under essential staff. During COVID times, Govt. said Under Secretary and above rank officers must attend office since they’re essential staff. If any other employee is essential to perform the duties, it will, in general be at the discretion of the HoD/CA.

Further, allotment of quarters is subject to vacancy.
